Snow removal rubs salt into Phila. budget wounds

The worst winter in Philadelphia's recent history is making a bleak budget that much worse, city officials said yesterday.The near record-setting snowfall of Dec. 19 and 20 had already forced Mayor Nutter to find $3.4 million for overtime, salt, and payments to contractors that the city had hoped not to spend. This weekend's storm could be just as expensive, Budget Director Steve Agostini said.
